Jack Daley has been a leader during the best and worst of times.

As chair of ICCTA's Government Relations Committee during the robust economic climate of 2000 - 2001, he led the association's successful advocacy campaign to secure a 37 percent increase in state funding for adult education programs.

Daley also helped pass a five-year, $250 million capital construction plan to replace temporary buildings throughout the community college system.

As ICCTA's president during the fiscal downturn of 2002-2003, Daley passionately fought against arbitrary cuts in state funding. He also brought the plight of community colleges to the Illinois Board of Higher Education, urging state officials to renew their support for adult education, dual enrollment programs, and local control of operational funding.
